A: Electronic Visit Verification (EVV) is a federal law passed by Congress in 2016, which requires non-resident IHSS providers to electronically document, via a state Electronic Services Portal (ESP) or Telephone Schedule System (TTS), the following:
- The type of service provided
- The individual receiving the service
- service history
- Service delivery site
- The individual providing the service
- The time the service starts and ends
How does California’s current EVV system work?
A: Currently, the IHSS Provider is required to document the start time, end time, and location of the service (home, community, or both), in the fields provided in their electronic timesheet, through the ETS portal. However, these data fields do not need to be completed in real time at the beginning and end of each shift.

What are the proposed changes to the EVV and who do they affect?
A: Beginning July 1, 2023, a non-resident provider must sign in at the beginning of services and then sign out at the end of services using either the IHSS EVV mobile app, Electronic Services Portal (ESP), or Telephone Schedule System (TTS). If they notice that they are providing services at home, the system will capture their location.
However, If they are providing services in the community (eg: grocery shopping, etc.), the system will not capture their location. However, Compromise by the CA and the federal government will only take over the location of services when a non-resident provider provides services in the recipient’s home.
Moreover, the state is given the recipient’s home address during the evaluation process to become an IHSS recipient, so no additional personally identifiable data will be tracked.
Why would California change the current EVV system?
A: Federal law requires EVV systems to electronically capture the location of non-resident. IHSS/WPCS providers at the beginning and end of each business day. To ensure recipients receive home care services in their homes. At present. The system does not require the real-time recording of the start time, end time, and location of the service. The state of California must update its existing EVV system to be compliant with federal law. Or the federal government will continue to assess state financial penalties.
What advocacy has the federation made about EVV?
