What is the American Rescue Plan?

The American Rescue Plan Act of 2021 is a $1.9 trillion coronavirus rescue package designed to facilitate the United States’ recovery from the devastating economic and health impacts of the pandemic.

Its nearly $2 trillion price tag makes this economic rescue legislation one of the most expensive in US history. It’s part of President Biden’s plan to build back better, which also includes the American Jobs plan and the American Families plan.

The package includes a direct stimulus payment of $1,400, an unemployment compensation extension, continued eviction and foreclosure foreclosures, and an increase in the child tax credit while making it fully refundable. It provides money to state and local governments to help replace lost tax revenues, funds for K-8 schools to safely reopen amid the pandemic, and supports COVID-19 testing and vaccination programs.

The American Rescue Plan was part of President Biden’s Build Back Better plan, a legislative agenda that included the American Jobs Plan and the American Family Plan. Neither Jobs nor the family plan has been approved by Congress, but parts of each made their way into the Inflation Reduction Act, which passed in August 2022.

Understanding the American Rescue Plan

The American Rescue Plan Act of 2021, the latest stimulus package to be considered by Congress during the COVID-19 pandemic, follows on the heels of the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 and nearly $900. One billion stimulus is included in the Consolidated Appropriations Act of 2021, which passed in December 2020. The law expands some aspects of those bills while creating new recovery strategies.

Direct financial payments

The plan provides for direct stimulus payments of $1,400 to people who earn $75,000 or less annually, building on $600 payments in the second stimulus package to reach the $2,000 originally requested by President Donald Trump in December.

Individuals with adjusted gross incomes (AGIs) of $75,000 or less — and couples with AGIs of $150,000 or less — get the full amount. So are each of their eligible dependents, regardless of age. Payments for individuals with AGIs over $75,000 will be reduced until they disappear completely at $80,000 ($160,000 for couples).

Extended unemployment benefits

The American Rescue Plan extends Pandemic Unemployment Assistance (PUA) benefits of $300 per week through Sept. 6, 2021, and increases the total number of weeks available from 50 to 79. Federal Pandemic Unemployment Compensation (FPUC) benefits of $300 are also extended through Sept. 6 2021.

In addition, the first $10,200 in 2020 is tax deductible for families making $150,000 or less. People who had taxes withheld on unemployment benefits in 2020 will be able to get them back when they file their 2020 taxes or with an amended tax return if they have already filed taxes.

The law also provides a subsidy of 100% of COBRA health insurance premiums so that unemployed workers can remain on their employers’ healthcare plans through the end of September 2021.

The current eviction and foreclosure moratorium, which expires March 31, 2021, will not be extended under the plan. However, the additional financing will provide relief to those who are behind on mortgages, rents, and utility bills. The legislation stipulates: 1

  • $21.55 billion in emergency rental assistance through September 30, 2027
  • $5 billion in emergency housing vouchers through September 30, 2030
  • $100 million to improve tribal housing
  • $100 million for rural housing through September 30, 2022
  • $5 billion to help people experiencing homelessness

The legislation expands the 15% increase in Supplemental Nutrition Assistance Program (SNAP) benefits through September 30, 2021, and provides $1.15 billion for SNAP administration through September 30, 2023, in addition to $1 billion for nutrition assistance programs in the United States. It also allocates $490 million to the USDA to increase the amount of cash value vouchers under the Women, Infants, and Children (WIC) program. In addition, the plan allocates $390 million to increase participation in WIC through September 30, 2024. 1

Emergency shelter reimbursement is provided under the National School Lunch Program for meals served to individuals under the age of 25. The Pandemic Electronic Benefit Transfer Program is now being extended during any school year or summer term following a designated public health emergency.

Here’s what you need to know about the direct relief that the American Rescue Plan provides to working families:

Checks for $1,400 per person

  • Single people earning less than $75,000, heads of household earning less than $112,500, and couples filing jointly earning less than $150,000 are eligible for stimulus checks. People making up to $80,000 will receive partial payments.
  • Those with dependents will get $1,400 per person, including college students and seniors who are claimed as dependents.

Increased Child Tax Credit, Earned Income Tax Credit, and Child and Dependent Care Tax Credit

  • For those without children, the American Rescue Plan has increased the Earned Income Tax Credit from $543 to $1,502.
  • For those with children, the American Rescue Plan increased the child tax credit from $2,000 per child to $3,000 per child for children over six and $3,600 for children under six — and raised the minimum age from 16 to 17.
